Is my understanding correct that it isn't recommended to change the register value for 0x0D(the clock lane EQ and the data lane EQ) during the HDMI data transmission when setting 11b to 0x0A[5:4](Enabling EQ and Adaptive EQ) ?

Hi Kato-san,
There is no problem in changing adaptive vs fixed EQ, neither when changing fixed EQ levels when there is HDMI data transmission.
Actually, this kind of debugging is done with EyeScan tool, you can have a computer connect to a display with TMDS181EVM in the middle, tweak EQ setting and see which value produces a stable video on the display and get EyeDiagrams in the EyeScan tool.
Most of the time adaptive EQ works fine when selecting the appropriate application mode (sink or source)

I understood that there is no problem even if changing the fixed EQ levels and switching the fixed EQ to the Adaptive EQ during the HDMI data transmission.
So, as you mentioned above, I will recommend our customer to use the Adaptive EQ.
