TCA4311A: Asking for the TCA4311A schematic review

Hi Team,

Customer see the SDA(IN) and SDA(OUT) is latched with voltage level 1.4V and no SCL signal after buffer(TCA4311A) is enabled about 1minute. (Vcc is 3.3V)

Can you help review the TCA4311A schematic and provide your comment? I suggest customer to change the pull high to 10k as datasheet.

    What do you mean by SDA is latched?  Can you explain the phenomena?  I don't understand what you mean at 1.4V, This part has a Vcc range of 2.7 to 5.5V. 

    I am also wondering why you don't have pull ups on both SCLIN and SDAIN?  Are they somewhere else on the schematic???  Also, do you have a pull up or pull down resistor for the EN pin?  Where does IN pin go? and is it in a known condition when power is applied?

    Waveforms of signals during the phenomena would also be very helpful.
