DS92LV0421: Evaluation Kit not working

We recently bought the LV04EVK01 Evaluation Kit for the DS92LV0421/422 SerDes.  We have connected all signals and are running at a clock rate of approximately 71 MHz.  The receiver "Pass" LED is illuminated but the "LOCK" LED is not.  No LED's are illuminated on the transmitter.  I take this condition to indicate that the transmitter is not happy and not transmitting CML data.  We attempted to use the BIST feature but observed no change in LED status.

We have no data on the TxD3 pair as we are working with a source and display that only uses Clock and three data lines.  I assume this is OK as the Horizontal Sync and Vertical sync are on data 2 lines.

Can anyone please confirm my assumption and suggest what I might be doing wrong?

    Can you check all jumpers at default setting on both EVK boards? Can you send me a list of settings? What happens if you remove all input data and only provide a clock? Can you probe the input clock and see what the signal quality is.

    It's important that the input clock is a proper LVDS level in order for the DS92LV0421 to lock. It seems to me that there is a PLL lock issue in the DS92LV0421 TX_CLKIN

    Does BIST work on different input clock? 7.3.6 shows the Built-In Self Test (BIST) and can be enabled by JP7
