1. The main difference between the TCA9617A and B is that they B version has power off high-impedance I2C bus feature.
2. I would recommend they get the TCA9617B, no real reason to get the A for new designs.
S.P. I am not sure how new to E2E you are, but I wanted to take a second to show you how to use E2E. E2E is a forum for asking questions and it is also a database for searching old posts that have been answered by either other forum members or by TI engineers. In order to minimize answering questions that have already been answered, we recommend that people coming to the forum for help do a quick E2E search to answer their questions. It is the fastest and easiest way to get your questions answered. For example, I typed in "tca9617a vs tca9617b" into the search bar. See below image to show what came up.
As you can see there were several posts that would have had your answers. If you do a search for more than 5-10 minutes and you don't find the answer, then it time to post the question.
