I have question about TUSB4041I

Please let me know the user case which needs OTP or EEPROM in general

And please confirm that if I use TUSB4041I with basic USB hub function with default value, only external crystal and RC components are needed for proper operation

Hello,
The Hub can fully work without any EEPROM or OTP configuration.
External eeprom or OTP programming may be needed for certain application, for example: if you want to set on of the downstream ports as non-removable you will have to use external eeprom or OTP.
For more information please review the Registers that are configurable via EEPROM described in the datasheet.
