DS110DF111: Could this part be made to work with PCIe?

I am wondering if we provided 23.5 MHz refclk, instead of 25 MHz, if we could make this part work for 2.5, 5.0 and 8.0Gt?

Seems like the PPM register values would work, but I am not sure if the VCO could lock outside the optimized window.

We'd probably be okay with a certain amount part screening, if that yielded a fairly high percentage.

Thoughts?
