DP83867IR: Does DP83867 support SSC clocking

Hi Peter,

The DP83867IR does not support SSC.
Ethernet PHYs do not support SSC because it induces too much jitter into the line.
A receiver will not be able to successfully decode and stay locked onto a transmitter with SSC.
