According to TUSB1210 SPEC,

1. If Vbat set to 2.8V , what is VDD33 voltage level? is 2.8V or 3.3V?

2. If Vbat set to 2.8V , we shorting VDD33 to Vbat, VDD33 will provide Vbat min voltage to 2.8V or 3.3V?

Please see datasheet table to see what Vdd33 does based on Vbat input as VDD33 type+0.2

VDD33 may be supplied externally, or by shorting the VDD33 pin to VBAT pin provided VBAT min is in range [3.2 V : 3.6 V].
