TUSB2036: PWRON signals always HIGH

Hello,

I'm powering up a new board using the TUSB2036 hub with three TPS2044BDR power distribution switches.

My problem is that all 3 of the PWRON signals stay high, disabling the TPS2044BDR devices. 

I've found that the OC overcurrent signals from the TPS2044BDR devices are always low, seeming to indicate an overcurrent conditions.  However, I don't have anything plugged into the USB connectors so I can't see how an overcurrent condition could be occurring.

What things should I check?
