    Hi Scott,

    OE pins can be used with external capacitor and resistor, however, the pull-up will reduce the time it takes for OE to reach a high level.

    Common application is to just populate the capacitor with a value according to Vcc/Vdd power ramps, please review power-up sequence from the datasheet.
