TUSB4020BI: USB HUB drawing too much current, not responsive

Hello,

I have a TI USB Hub on a pcb that is drawing 150 mA of current on the 1.1V rail before the 3.3V rail is on, and around 230 mA when the 3.3V rail is on.  The datasheet states a current draw around 80 mA.  The device does not appear to be working as my upstream PC does not recognize the PCB when plugged in.  However, I have traced out all the pins without finding any problems.  Any suggestions?
