For example, I have one PC connected with 4 cellphones, but I just want to connect with one cellphone, so I need to turn off (VBUS and data) of other 3 connections by command using this same PC.

Hello,
You can use I2C or SMBUS to disable the downstream ports you want, this can be done only at power-up, if you want to enable back some ports you will have to make a power cycle and re-load the desired configuration.
If you want to make it "on the fly" you will have to modify the USB Driver on your PC in order to send the "power off" commend to the Hub.

No, I wouldn't recommend to make your own USB driver version. I would use a USB switch to physically disconnect the desired USB ports.
