TPS65981: Are GPIOs active before "VIN_3V3" is present?

Hey Team,

I had a quick question on the TPS65981 regarding the GPIOs. I would like to be able to use the GPIOs to enable a switcher which would ultimately provide the VIN_3V3, but this would only work if the GPIO output high is active with only voltage present on VBUS.

The situation is such that the TPS65981 is in a dead-battery (sink) application, where 5V (then 12V) is being supplied via the cable, and only after negotiating a valid contract does it pass the Vbus voltage through to the system, to the switchers, which then get enabled by a GPIO (conditional to a 12V sink contract being established) which would supply the 3.3V for the TPS6591. My understanding is that the Internally generated LDO_3V3 will be present before VIN_3V3, and that the LDO_3V3 is used to generate the GPIO voltages, in which case it would be fine. Can someone confirm this?
