I'd bet that it is simply and artifact of the design being able to use the RGMII protocol to interconnect with the MAC. I honestly can't ever think of a scenario where you'd want to do this with a 100Mbps but then not support gigabit as well. Strange to me.
I would simply zero the register and disable it since I assume that you will be using the 100Mbps speed. If you do need GigE then try the DP83867 series of parts. You can use a variant with SGMII for optical media conversion applications if that is necessary. Unfortunately, TI doesn't make any simple MAC to Fiber GigE parts that I am aware of.
