Can  PCA9306-Q1 be input  higher signal voltage than Vref?

SDA1/SCL=3.3V  Vref=1.8V

    Hello Tomohiro-san,
    I am not sure I understand. What are you proposing for the SDA1/SCL1 and for SDA2/SCL2? This is open drain protocol so you need pull ups and that has to be referenced to the each devices supply. Can you draw what you are trying to do and explain in more detail?
