PCA9306: Power up sequence of PCA9306

We generally recommend that Vref1 comes up first and Vref2/EN is done second because that ensures that both supplies are up before it is enabled. That being said, if you have Vref1 come up second it is fine and no damage will occur, but you won't be able to communicated until the supplies are both stable.
