As stated in the datasheet, the D+, D-, ID and VBUS pins of TPD4S214 can withstand ESD events up to +/- 15 kV. On the other hand, the table 6.2 in the datasheet indicates that the ESD rating on these pins is 1500 V. What does this 1500 V rating mean?

ESD ratings for devices are specified under multiple condition
Below is a capture of section 7.2 of the TPD4S214 datasheet
HBM ESD protection is use to protect the device from a human physically touching the part on the board
CDM ESD protection is used to protect the device during the manufacturing process
IEC ESD protection is a system level ESD protection rating.
The TPD4S214 has all 3 types of protection and will proper layout and passive circuitry will support 15,000V IEC ESD to the whole system

There is a typographical error in the datasheet. I can confirm that the part does meet +/-15,000V for IEC protection for both contact and air gap.
