TCA6424A: Minimum Interface Timing Requirements

In table 6.5 of the TCA6424A data sheet there are 2 "minimum specifications" listed for standard 100KHz I2C and fast mode 400 KHz I2C.  Why are there were two “min” specs for the fast and slow I2C modes on this part?  If I use the device at the 100 KHz standard rate, will the part still work if I don't meet the  set-up time.  Is 400 KHz timing in the right half of the table a superset?

    The values found in that table are so our part can be within compliance to the I2C standard protocol. A lot of those values found are outlined in the standard.

    -The part may work however it would not be compliance with I2C standard anymore.
