TLK10034EVM: Error 18000 and USB driver

I am trying to bring up TLK10034EVM for the first time and get the aforementioned error code when starting the GUI. The USB device is plugged in "correctly" and python has been added to the environment variables path. The voltage monitor bd indicates that all power is present and accounted for. Tell-tale sign seems to be that device manager doesn't recognize the usb device.

I also noted that the gui manual states simply that the hardware should be "configured" and USB plugged in before starting the gui. I did not, however, find a hardware configuration section in any related documentation.
