    The pre-emphasis can be adjusted by the I2C interface and a good test to figure out a good level is an eye diagram. It depends on the application, position, traces, cables, etc.
    I let you some comments about your schematic.

    - Pull-ups resistors for SCL/SDA_CTL have to be 2K but if 4.7K are required by SMBus, is ok.
    - In case of VDDD_REG is only necessary one 1uF cap to GND.
    - But in case of Vcc is necessary one 1.uF on each power pin and one bulky cap to DP130.
    - In case of ADDR pull-up/down resistors have to be of 4.7K
