I would like you to confirm when following function is used.
* Add 0x02[5] OSC CLOCK OUTPUT ENABLE
According to datasheet, when loss of "LOCK" happen, change clock source from external clock to internal OSC clock if user enable this function.
However, I'm not sure why clock output is necessary despite loss of "LOCK".
Do you have usecase which need to keep suppling clock when TCON is active ?
