How are resisters set when the device turns on with master mode if there is no EEPROM?
Is it default condition or ALL=0?

I have an additional question.
If all address of EEPROM are resisterdd FFh(unwritten condition), the DS80PCI102 will stay in its default startup condition.
Because the file format is not appropriate.
Is my understanding correct?

This depends.
The address map header indicates the starting byte of the EEPROM data for a particular repeater device. The repeater device the EEPROM data corresponds to is based on the location of the Address Map Header. For example, Address Map Header #0, located in EEPROM Byte 3, corresponds to SMBus 7-bit Redriver Address 0x58, or 8-bit Address 0xB0.
If the address map header in the EEPROM is set to 0xFF, the DS80PCI102 with the corresponding SMBus address will search for EEPROM data starting from 0xFF. Assuming that there is no valid EEPROM data at location 0xFF, the EEPROM will not load correctly.
