If yes, is there the reference project of this HUB

No, the TUSB8044 is an standard USB Hub and as defined by the USB Type-C specification:
"USB hub ports shall not implement or pass-through Alternate or Accessory Modes."
We do have a reference design for an "Alternate mode expander" or "Dock" as defined by the USB Type-C specification. Please take a look at the "USB Type-C™ and Power Delivery Minidock With Video and Charging Support Reference Design" at www.ti.com/.../tida-01243 and an evaluation board is available at www.ti.com/.../usb-ctm-minidk-evm
