Let me confirm just in case whether the power-pad in TRS3243 should be connected to GND.

     Kenji,

    It is not mandatory for the functionality of the device but connection to the ground plane is encouraged for good heat sinking. I have pasted a link below to an application note that explains proper layout with PowerPAD packages.
