    Lawrence,

    UTI_CON is AN ESD protection pin that can be utilized to protect the HDMI utility pin which is not commonly used, so it being floating makes sense if you are not utilizing this port feature or do not require the additional protection.

    Your connection to VCCA should match the input supply for the SCL_SYS, SDA_SYS, CEC_SYS, and HPD_SYS.  If that is the case, then you connection is correct.
