Input and output capacitance improves the performance of the device; the actual capacitance should be optimized for the particular application. TI recommends placing a high-value electrolytic capacitor on the output pin when large transient currents are expected on the output. If there's no large transient current, the output cap can also be small, like a 1uf ceramic cap.
