TIOL111: ±1.2 kV/500 Ω IEC 61000-4-5 Surge

Dear team, 

My customer want to know Surge test condition of TI. 

At datasheet of TIOL111x, TI use 500 ohm as a source impedance(Figure 16. surge Test Setup). but I can find using 10/40 ohm only as a source impedance at IEC61000-4-5 specification. 

1. Is there specific reason of using 500 ohm not 10/40 ohm as a source impedance? please let me know your opinion. 

2. The datasheet mentioned, "The surge testing should be performed with a minimum 100 nF supply decoupling capacitor between L+ and L-, and 1 μF between VCC_IN/OUT and L-." Is this condition only for surge test? Is this for line to line and line to Ground coupling? please explain this condition.

    This modified version of IEC 61000-4-5 with this higher series resistance was a common requirement we saw among factory automation customers. The capacitors mentioned in the footnote were present for the IEC 61000-4-2, 61000-4-4, and 61000-4-5 tests. These tests were conducted on the L+, L-, and CQ lines with respect to one another. (All different permutations were evaluated, so both line-to-line and line-to-ground coupling were considered.)
