Pls advise if TPS25740P is able to achieve PD3.0 or not? If not, any PD3.0 controller is available for TI solution?

No, the TPS25740 is not able to support PD3.0 Would you mind explaining your application to me? Depending on what you are trying to accomplish, PD3.0 may not be the best option and PD2.0 is perfectly fine. Here is a brief article explaining the differences between PD2.0 and PD3.0
