Although TUSB1044RNQEV schematic is implemented TUSB213 according to original question, external components is not appropriate as attached.

Is this EVM TI's disaster?

    I am sorry for the confusion over the EVM. There are a couple of mistakes on that EVM. The TUSB213 is the device on the EVM. What was originally tested and supposed to be on that EVM was a TUSB212 in a the same package as the TUSB213 but that device in that package was never released due to not enough market interest. So someone made the mistake of replacing the TUSB212 with the TUSB213 on the EVM without checking the VCC of TUSB213. So the TUSB213 will not work on that EVM due to needing 5V for VCC. The 2P5VCC on the board is mislabeled and is 3.3V. For the resistors that are incorrect we were using an old version of the datasheet on the TUSB212. The TUSB213 is a place holder right now for a device that will fix this issues.

    If you are looking to validate the TUSB212 or TUSB213 you can use the TUSB212/TUSB213 EVM.
