If it changes, how can it be a fixed address?

The Physical_ID must be determined during self-identification and could change with every bus reset.

However, if there is only one node that is IRM capable (the TSB41AB3 is IRM capable), software will eventually force that node to become root, and to get the highest physical ID. That value will always be the same as long as the number of nodes does not change.

The link layer controller (if one is connected) has a globally unique ID stored in an EEPROM.
