My customer want to know if we need to add via on central pad. If yes, do we have a reference via placement could provide to customer so that they can refer to? Thanks a lot!!

With that footprint you should put the via on the center pad. To attach to the ground plane below

My customer need to use this device in their PE application. Do we have dxf. file could be provided to them to build a symbol? Thanks a lot!!

Ann,
I apologize but we do not have a DXF file for the device. However all of our devices have the package drawing in the datasheet to build a symbol.
