at downstream ports the chirp signal at D- is for K-level only 700mV, but it should be 800mV.

Ís it an intended behaviour? is it so ok?

800mV is nominal voltage, min Chirp K voltage (D+ - D-) is -500mV, and max Chirp K voltage is 900mV, so 700mV is still within the spec limit.
