I want to input the clock of the external oscillator to the XI terminal of the TUSB4041. The data sheet is described as inputting 1.8 V clock, but the 1.8 V power supply is not used for TUSB4041. In that case, what kind of circuit should I do?

I would suggest to use a crystal if you cannot use external oscillator with 1.8 V clock output. See section 8.3.4 Clock Generation in datasheet for example diagram.

Although a 1.8 V oscillator can be used, since the power supply of the TUSB 4041 is not 1.8 V, it is impossible to synchronize the rise of the TUSB 4041 power supply with the rise of the 1.8 V oscillator. In this case, should I input a clock from a 1.8 V oscillator after the rise of the TUSB 4041 power supply?
In that case, will it affect the assert time of GRSTz during POWER-Up?

Yes you should input a clock from a 1.8 V oscillator after the rise of the TUSB4041 power supply. The clock should be present before exiting reset or GRSTz going high.
