TUSB322I: DIR Pin not working in GPIO Mode

I want to use the TUSB322I just to detect the direction of the cable but the DIR signal is not changing. If I measure the CC1/2 lines i get a 12.8Hz signal if no cable is connected and 4.8V on one CC line and 0,4V on the other CC line if a cable is connected. This changes if the cable is turned to the other side.

VBUS has a 909k resistor to the 5V USB supply, ADDR Pin is NC, EN_N is directly connected to ground. All other Pins have pull-up resistors. I2C is not connected.

Why doesn't the DIR Pin change? ID Pin doesn't work either.
