Is this 150ms de-bounce time mentioned 7.4 "Device Functional Modes" of the datasheet?

Hello Kuramochi,
This is actually the amount of time that the USB Type-C spec allows for VBUS to turn on when a source and sink device are connected. The maximum amount of time is 275ms, so 150ms fits within this range.

For USB Type-C, VBUS turns on when there is a valid CC connection detected. In the case of the TPS25810, it will have a pull up resistor on the CC lines, and is waiting to detect a pull down resistor. Here is a section within the datasheet that explains it pretty well. Let me know if this helps answer your question, and helps you understand the timing for Type-C.
