TUSB320HAI: CC line behavior

We are using the TUSB320HAI in our USB C design as both a power source and power sink. (PORT pin left floating).  We are using in h/w mode and have all other pins connected as per reference design.

From our testing the behavior/operation is correct but notice that the CC1/2  lines are continually toggling at around 13Hz when nothing is connected to the USB C connector on our design, see picture attached.   

This CC line toggling is causing some interference to be coupled to a nearby analogue audio signal so we would like to know if this CC line behavior is normal (ie is it continually toggling to monitor if a connection has been made to the USB C connector?).  Once connected to a source/sink the CC lines become static.  Also we note that the OUT 1/2 lines are set correctly for attached states.
 

If you can confirm that this behavior is normal then we will make some hardware PCB change to move the analogue audio line away from the CC lines.
