first of all, pls refer to datasheet on gpio etc. I/O pins status after power on.

but it is not easy to control the input/output status during power on stage.

Have any suggestion circuit to let GPIO pins can be stat in low status before FPDLINK IC works?

how many pins do you need set the low level?
one option is that you can use one buffer with enable to control the output status.

You can use one buffer from HVAL for such application.
