This app note only applies to the 92x family of devices. For 94x serializers and 929 only, the Patgen offers an 800MHz or 200MHz OSC (For Legacy Support) The 94x Serializer has both M and N dividers in the register settings to generate the PCLK frequency you need to drive the refresh rate/resolution of your display. If M=1, this will enable the 200MHz reference. If M>1, this sets the 800MHz reference. Note that the M/N ratio < 1.

By "nominally", the document is referring to how the internal oscillator has a wide variation of +/-20% from the 200MHz OSC.

The M and N divider registers  can be accessed via the Indirect Registers, however they can also be changed under the Pattern Generator Tab in ALP, which is the easiest method.
