Does it mean that Hard Reset is required whenever power-up?

What the T4 refers to is that the whenever hard reset is done through PDB pin, the pin must be held low for a minimum duration (2ms) for it to take effect.

According to above picture, it looks like that hard reset is required after power-up.

Is my understanding correct?

Kuramochi-san,
It is recommended to do the PDB reset after power-up to be on the safe side. This way everything is in a known state to start with by issuing a PDB when the power supplies are all properly ramped up and in steady state.
