Now I can't find the firmware configure tools of TPS65983B in the TI website, could you please help to share the link of firmware configure tools of TPS65983B?

One more question , in my customer's firmware configuration , can customer change the usb vendor ID? The default value is 0x8087,

You can request the access to configuration utility from the TPS65983B product page. Click the highlighted link in the below picture to request access.

Yes, customer can change the USB vendor ID with one assigned to the customer by USB-IF.
