TUSB1310A: Need more information on some signals

Hello,

I'm designing a board with a TUSB1310A USB3 Phy.

I have some question about following signals:

RATE: in the datasheet, we can read :"Controls the link signaling rate. The RATE is always 1." So what to do with this signal?

Phy_MODE[1..0]: in the datasheet we can read "Must be set to 0." for MODE1 and "Must be set to 1." for MODE0; So what to do with these signals? What are their functionality?
