TCA6424A: Absolute max ratings

Hi

I have a simple question. Regarding the absolute max rating on the datasheet, the each max voltage is defined as the value by GND reference.

So, that means that input(Vi) or output (Vo) can be acceptable to be biased some voltage before Vccx is supplied. Is this correct?

    The Vi/o ratings mean they can take that set amount of voltage without being damaged. This device is 5V tolerant so even if there is no voltage on Vcc and you apply ~5V then it should not get damaged.

    So, that means that input(Vi) or output (Vo) can be acceptable to be biased some voltage before Vccx is supplied. Is this correct?
    -Yes, though it 'may' be possible you could back bias the device.
