Are you trying to implement DP130 in the PC side (source application) or in the LCD monitor (sink application)?

The SN75DP130 monitors the auxiliary interface access to DisplayPort Configuration Data (DPCD) register during Link Training in DP mode to select lane bandwidth, lane count, the output voltage swing VOD, output pre-emphasis, and the EQ setting of the Main Link.

So if the PC sets the lane count to 4, DP130 would set its lane count to 4 as well. If there is a short in one of the lane and link training fails, it is up to PC to change the lane count to 2 and DP130 would correspondingly set its lane count to 2 as well. But the responsibility of setting the LANE_COUNT_SET is up to PC.

I would refer you to section 3.5.1.2 of the DP spec for more detail on the DP Link Training.

    Thanks
    David
