TPS65982: USB-C Cable Orientation Issue

Customer is bringing up TPS65982 on new design and powering over the USB-C port, which works with one orientation of the USB-C cable but not when the connection is flipped.  In the cable orientation that doesn’t work, LDO_BMC is 0V instead of 1.125V.

Not sure what is going on yet but there is something I don’t understand from the TPS65982 data sheet, where it says that both RPD pins must be connected to their corresponding CC pins in order to come up in dead battery mode.  The schematic from the dev board and that section from the data sheet are shown below, and also shown below is Table 1 which shows the possibilities for what a DFP sees when something plugged in is first detected.  Table 1 says that when both CC pins are pulled down with Rd the DFP will detect a debug accessory.  It seems like from Table 1 you would want RPD_G1 jumpered to C_CC1 and no jumper between RPD_G2 and C_CC2.
