DP83822I: Problem with DP83822i internal pulldown resistors

We connected TI's DP83822i to our SOC by RMII.

Our SOC has bootstrapping circuits on pins TX_EN and TX_D0 with internal 100k pullup resistors. Unfortunately the DP83822i has very strong internal pulldown resistors with 9k (±20%) on these lines. So we have to add additional external pullup resistors of about 3k3 to get the bootstrap pins high again. But now we have a very high quiescent current running through these resistors.

Is there any way to deactivate the internal pulldowns of DP83822i?
