We have custom hardware in which we need the configuration values to be written into EEPROM. Is there any tool with which we can generate the configuration values and load it into EEPROM?

We have some more queries regarding this chip.

What is the purpose of JTAG port on XIO3130?
Can we write the configuration bytes in serial EEPROM which is connected to XIO3130 using JTAG port of XIO3130?
Which tool/IDE is suitable to program XIO3130?
As per the user guide of XIO3130, we can configure the serial EEPROM connected with XIO3130 using WinROM utility. Where can we get WinROM utility for Windows (64bit)?
Can you provide us the .dat file to be written in EEPROM?

I checked the link in incognito mode and it looks to be working fine. For the WinRom perhaps you also need the TopHAT software. You can get it from the software directory of this zip file: txn.box.com/.../stl96vmekvjticvbvti8fcf4f3umpi26

Also, in both TopHAT and WinROM I am getting same error.
