TPS65986: Invalid Memory Flow VBus

Dear USB-PD Team,

my customer is using TPS65986 for a host port. During his bring up process he needs to access a USB flash drive (USB2.0 connection is good enough) to download firmware and software to the system. He would like to include the programming of the SPI flash during that process and has access from his processor to the SPI flash directly.

Will TPS65986 during the Invalid Memory Flow provide 5V to VBUS when a device with Rd connects? Would the customer need to bypass TPS65986 with the USB2.0 lines to ensure proper connection?
