The curve changes with ambient Temp, so either device self-heating or surrounding heating can apply to the same curve? Thanks.

Great to hear from you.
Basically, power dissipated inside the IC is converted to heat. As the ambient temperature goes up, the amount of heat that can be removed is reduced (the maximum allowable junction temperature doesn't change).
