While TPS65988 is configured as a sink and there is external power MOSFET, is it possible for this circuit to recognize 20V/6.5A adapter and deliver 130W power?

Hi Hongjia,
This is not a supported means of operation for the TPS65988. The maximum power allowed by the PD spec is 20V/5A as the datasheet indicates.

If the PD Adapter contains an alternate mode from the manufacturer, than the TPS65988DH can detect that if the same alternate mode is configured on the 88. Here is an app note on configuring alternate modes onto the 88:
