Did you read datasheet? Table 8 and 9 are explanation for skew adjust. Register 0x0086 can't able setting by pin-strap.
Please read previous post. My question is "Why is the read value different from the initial value?".

Your original question on "why read value is different from default value" was well answered by Aniruddha. The last question on the thread which remain unanswered was " pin-strap for RGMII Delay Control from datasheet. Which pin is it?". This information is captured thru Table 8, 9 and 4. which are pins "39, 40, 45 and 46".
